## Summary

Marty Groover, an operational technology expert and partner at C5MI, discusses his transition from a U.S. Navy surface warfare officer to a manufacturing leader at Caterpillar. He explains how the Navy's concept of 'Speed of Advance' (actual vs. plan) informs his approach to Industry 4.0, emphasizing the need for a 'common operational picture' to drive real-time decision-making. Groover highlights the critical role of supply chain resilience exposed by the COVID-19 pandemic and argues for distributed manufacturing models to enhance national security and agility.
